Free agent Little, 30, is set to team up with Rovers on July 1 when his contract at Wanderers expires.
Before playing for Bolton, Little was a member of Bristol City's League One promotion-winning Championship side.
Coughlan - who has held talks with out-of-contract Plymouth Argyle central defender Ryan Edwards - will step up his search for a keeper as last season's first choice stopper Jack Bonham, on loan from Brentford, has joined Gillingham on a two year deal following his release by the Bees.
