Steel, who has a first-class double century to his name, is currently on loan at Hampshire but, as they have no match on Sunday, he has been included in Wiltshire’s squad for the Group Two match.
Steel will face his Hampshire team-mates Scott Currie and Felix Organ who are both available for Dorset duty this weekend with Currie making his seasonal debut for his native county.
But Dorset former Hampshire batsman Harry Came, who played in the thrilling victory over Cornwall two weeks ago, is unavailable having signed a contract with Derbyshire until the end of the 2023 season this week.
Herefordshire, who host Cornwall in Sunday’s other group two match at Eastnor, will give a debut to former Worcestershire batsman Zain ul-Malik.
Cornwall are set to give debuts to Falmouth all-rounder Scott Kellow and Redruth slow left-armer Craig Johnson.
Christian Purchase, Alex Bone and Tim Wyatt will make their seasonal debuts but Lewis Goldsworthy is required for county duty with Somerset this weekend.
Trophy holders Berkshire have included 16-year-old Rhys Lewis, a batsman/off-spinner from Wargrave, in their squad for their Group Four match against Oxfordshire at the Falkland club in Newbury.
Former Cornwall opener Matt Rowe, who plays his club cricket for Henley, is in line to make his Berkshire debut with Dan Lincoln keeping wicket as Stewart Davison concentrates on his coaching role with the county.
Hampshire all-rounder Tom Scriven, a product of Berkshire’s youth system, is available for National Counties duty this weekend.
Oxfordshire’s side includes Magdalen College School all-rounder James Coles who made his debut for Sussex as a 16-year-old last season.
Coles recently signed his first professional contract with Sussex and will make his competitive debut for Oxfordshire having appeared for them in friendly matches last season.
Former Oxfordshire batsman Richard Kaufman will make his debut for Bedfordshire against Wales NC at Lisvane.
Kaufman, who plays his club cricket for Old Northamptonians and made three Trophy centuries for Oxfordshire in 17 seasons with them.
Wales NC have named an unchanged side following their opening day victory over Buckinghamshire two weeks ago.
