The tie marked Payne’s return to action after completing a three-match ban and his hunger for the occasion was there for all to see as he scored twice and set up the other goal in a brilliant individual performance.
Substitute Rory Jarvis pulled a goal back with a superb finish which was worthy of a better celebration - but the injury time strike came too late to matter.
Millbrook produced a good all-round team performance while Blazey, after conceding twice in the opening nine minutes, will point to their opponents’ third goal on the stroke of half-time as the turning point.
Although 2-0 down, Phil Lafferty’s men were the better side in the period up to the break and were pushing hard for a goal when Millbrook got their third.
Both teams were close to full strength and although Millbrook are a league higher these days, there seemed little to choose between the players on show.
But the home side started strongly and when Payne curled in a dangerous corner from the right after four minutes, the ball flew across the six yard box for centre half John Styring to finish off at the far post.
Five minutes later it was 2-0 as Payne swept home his penalty past Jason Chapman after Rikki Shepherd had been tripped just inside the box.
It has often been the case in Millbrook games this season that they have missed the early opportunities they have created, but on this occasion their goals gave them a nice cushion.
And they needed it because Blazey came storming back and efforts by Liam Eddy (28 minutes) and Olly Brokenshire (34) came close to reducing the arrears.
But it then took a spectacular scissors kick goal-line clearance from Will Tinsley to prevent Payne getting his second goal.
In an increasingly feisty cup tie, Eddy and Martin Giles were shown yellow cards soon before the break, while the giving away of a free kick by Giles about 25 yards from goal proved costly.
Up stepped Payne to curl in a beauty of a left foot shot which gave Chapman no chance.
Millbrook lost Styring to a calf injury four minutes into the second half but his replacement, Ross Hamilton, slotted into the defence confidently.
The home side started the half on top, with Payne desperately close to his third goal in the 53rd minute when a Laurence Murray corner presented him with a close range header which flew inches wide.
Two minutes later Jake Foster was played through by Shepherd. His pace took him away from his full back but he pulled his shot across the face of goal.
Blazey saw more of the ball as the half progressed, with experienced midfield trio Brokenshire, Neil Slateford and Jordan Dingle driving them on.
But Millbrook defended well as a unit and goalkeeper Chris Wearing rarely had to be called into the action.
Payne had another chance to complete his treble in the 76th minute when he spotted Blazey keeper Chapman off his line and attempted an audacious lob from 40 yards, which landed on the roof of the net.
In another sweeping move along the right, Shepherd provided a cross for the unmarked Foster, but he volleyed over from 10 yards.
Blazey finally got their goal as the tie moved into the first minute of three added-on minutes with Jarvis, near the byline on the right, sending a chip high, over Wearing and into the far corner of the net.
