Swansea-born Todd, 37, will officially take charge of the Tigers on an 18-month contract following Saturday’s game at National League South leaders Billericay Town.
His first match in charge of Gloucester will be their home FA Cup fourth round qualifying tie against Bromley on Saturday October 20.
Todd cut his managerial teeth at Eastleigh, taking over as full time player-manager of the National League side in October 2015 after winning three out of four games in his caretaker role as boss.
He led the Spitfires to the FA Cup third round and a 1-1 draw against Bolton Wanderers which attracted Eastleigh’s record home gate of 5,025. Eastleigh lost the replay 3-2 at Bolton.
Nevertheless Todd led the team to a seventh place finish in the National League 2015-16.
He was “relieved of his duties” the following season after just four games in charge.
Todd started this season as assistant to manager Lee Hodges at Gloucester’s NLS rivals Truro City. They opted to leave Truro in August having led the White Tigers to the end of season play-offs last term.
Todd’s assistant will be Gloucester's record appearance holder Tom Webb, who retired from playing last week after over 700 games for the Tigers first team. Mike Green will remain club coach.
